The True Cost of Hiring a Developer in Italy

A senior developer in Italy costs significantly more than the salary on the offer letter, once you add employer social contributions, mandatory severance accrual, and recruitment. Here is the real number, and how outsourcing changes it.

What a Senior Developer Actually Costs in Italy

Italian salaries are usually quoted as RAL, retribuzione annua lorda, the gross annual figure paid out over 13 or sometimes 14 instalments. A senior developer's RAL typically runs from €45,000 to €60,000 nationally, with a premium in Milan that can push the top end to €65,000 or more for specialized roles in fintech or scale-ups.

That RAL is only the starting point. On top of it, an employer in Italy pays social contributions, a mandatory severance accrual, and the one-off cost of finding the person in the first place.

Why Employer Costs Run So High in Italy

Italy has one of the highest employer contribution burdens in Western Europe. INPS, the national pension and social security institute, takes the largest share, generally landing employer contributions around 30 percent of gross salary once INAIL workplace-injury insurance is added. That is before a separate, uniquely Italian obligation: the TFR.

TFR, trattamento di fine rapporto, is a severance fund every employer must accrue for every employee, roughly 6.91 percent of gross salary per year, paid out when the employment ends regardless of the reason. It is not optional and it is not negotiable. Many companies hiring in Italy for the first time miss it entirely when budgeting a new hire.

The Tredicesima, and Sometimes the Quattordicesima

Italian employment contracts nearly always include a tredicesima, an extra month's pay in December, built into the RAL and standard across almost every sector. Depending on the collective bargaining agreement, CCNL, covering the role, a second extra month, the quattordicesima, may also apply, typically paid in June.

This does not multiply your cost beyond the RAL figure already quoted, since RAL is the annual total however it is split. It does mean payroll timing and cash flow look different from a country paid in 12 even instalments, and it catches out companies budgeting hires month by month rather than annually.

Milan's Talent Shortage

Milan is Italy's clear technology hub, and it competes for the same senior engineers as fintech, fashion-tech, and a fast-growing scale-up scene. Italy has also seen a sustained outflow of skilled technical graduates to Germany, the UK and elsewhere, a trend widely reported as part of the country's broader brain drain. The practical effect for a hiring company is a shallower senior pool than the country's population would suggest, and longer, more competitive searches for the strongest candidates.
