About Soroc
SOROC SYSTEMS - FZCO is a dedicated software development company founded and led in Europe, with a senior engineering team operating out of Latin America. We exist to give companies access to the kind of engineering talent that usually only large enterprises can afford — without the agency overhead, the junior mills, or the rotating roster of contractors.

Who we are
Soroc was founded on a simple observation: the outsourcing market is full of agencies that optimise for utilisation rather than outcomes. Engineers rotate between projects. Account managers sit between clients and the work. Seniority is vague and rarely guaranteed.
We built the opposite. Every engagement is a dedicated squad — a stable, senior team assigned to one client's product, led by a tech lead who owns the architecture and answers directly to your leadership. No rotation. No PM layer. No juniors positioned as seniors.
We are registered as SOROC SYSTEMS - FZCO, a Free Zone Company operating under UAE jurisdiction, with our leadership based in Europe and our engineering capability concentrated in Bolivia — one of the most underrated engineering talent markets in Latin America.
Our clients are typically European and North American companies at the scale-up stage: enough traction to need serious engineering capacity, but not yet at the size where building a full in-house team makes sense.
Where we operate
Our structure is designed to give European and North American clients the overlap they need, with the cost structure that makes scaling sustainable.
Leadership & Sales
Europe
Founder-led. Client relationships, strategy, and commercial operations managed from Europe for direct timezone alignment with EU clients.
Legal Entity
Dubai, UAE
Registered as SOROC SYSTEMS - FZCO under the UAE Free Zone framework. International contracting, invoicing, and legal compliance handled from here.
Engineering Hub
Bolivia
Senior engineering talent. Bolivia's GMT-4 timezone gives 4–6 hours of daily overlap with European clients and full overlap with US East Coast.
Core values
Not a list of words on a wall. These are the things that determine how we make decisions when there's no policy telling us what to do.
01
We don't ship code we're not proud of. Every pull request, every architecture decision, every deployment is held to the same standard: would a senior engineer at a world-class company be comfortable with this?
02
We tell clients what we think, not what they want to hear. If a technical decision is wrong, we say so. If a deadline is unrealistic, we flag it before the sprint starts. No surprises, no spin.
03
Our engineers don't execute tickets. They own problems. If they see a better way to build something, they say so. If they spot a risk outside their scope, they raise it. Ownership is not a role — it's a habit.
04
Clients' time is more valuable than ours. We don't have long status meetings. We don't ask for information we could find ourselves. We don't wait to be told what to do next. We move, and we document as we go.
05
We optimise for the client relationship, not the invoice. That means recommending the simpler solution when it's right, pushing back on scope that won't add value, and building things that last beyond the engagement.
06
Technology moves fast. Our engineers invest in their own growth — new frameworks, better patterns, improved tooling — not because we require it, but because they care about the quality of what they build.
Compliance & trust
Every engagement starts with legal protection in place — before a single line of code is written or a single file is accessed. These are the standards we hold ourselves to.
All client data handling practices align with General Data Protection Regulation requirements. Engineers working on EU client projects receive data handling briefings specific to that engagement.
Our information security practices follow ISO 27001 principles: access control, data classification, incident response, and secure development lifecycle. Formal certification in progress.
All software deliverables are developed against OWASP Top 10 security guidelines. Security requirements are scoped at the start of every engagement, not reviewed at the end.
Engineers assigned to healthcare and MedTech projects receive HIPAA briefings. PHI handling protocols, audit logging requirements, and data residency constraints are addressed in the architecture phase.
For FinTech and payment-handling projects, our engineers follow PCI DSS guidelines on cardholder data environments, tokenisation, and audit trail requirements from the first sprint.
Every engagement includes a full intellectual property assignment agreement. All code, documentation, and artefacts produced during the engagement become your property on day one, with no licensing dependency on Soroc.
Default policies
These are not optional add-ons. They are the baseline for how every Soroc engagement is structured.
